REFEREE INSTRUCTIONS
2008 KIRK BANKS TOURNAMENT, March 27 - 30 at Waipio Soccer Park
Thank you for refereeing! Games will be conducted in accordance with the tournament rules which will be distributed separately. Here are some specific referee instructions.
1. Referee Tent - There will only be one (1) referee check in tent (the “Referee Tent”). Drinks and light snacks will be available in the hospitality portion of the Referee Tent.
2. Referee Check In - All referees must check in at the Referee Tent at least 30 minutes prior to the assigned game time for sign in and to obtain game cards. At the time of check in all referees must be fully dressed in proper referee uniform and ready to go to the field.
3. Game Procedure - All referees must be at the field and begin performing pre-gameduties at least 15 minutes prior to game time. If both teams have the minimum number of
players, the game must start (the ball rolls) at the assigned game time. Grace time rules (if any) for late teams will be determined by the tournament rules. Please note the following duties:
(a) Pre-game - We recommend that the referee team divide duties so that all pregame duties can be accomplished quickly. If the prior game is still in progress, complete all pregame duties, such as player inspection and coin toss, off the field during the prior game.
(1) Check coaches against their coach ID cards (which they should be wearing) and the game card. Get player ID cards (with player photos) from the coaches and
check the players and player ID cards against the game card. Write down player numbers next to player names if they are not already on the game card. If a coach does not produce the ID cards, inform the coach that (s)he must produce the ID cards by the end of the game and have coaches
and players report for ID check at half time or immediately after the game or the team may forfeit the game in the discretion of the Tournament Director. Start the game in accordance with the rules and check the coaches, players and their ID cards against the game card at half time or at the end of the game. If the coach does not produce the ID cards by the end of the game, note that fact conspicuously on the game card. If the coaches and players do not report for ID check immediately after the game or at half time, note that fact and any other pertinent facts conspicuously on the game card.
(2) Check player equipment. No jewelry, cast, splint, hard clips or beads on hand, arms, hair, head or any other part of the body, except that, medical alert bracelets or medals are allowed if safely taped to arm or body. Also, items worn to conform to religious requirements, for medical reasons, for perspiration absorption or for hair control are permitted as
long as the referee believes that they are not dangerous to the player wearing them or other players. These items should be neutral in color and should be free of any inappropriate design, logo or meaning.
(b) Game Card - Prior to game, and during the quarter and half-time breaks, on the game card note the players sitting out and the identity of the goal keeper. This needs to be done
quickly so that players get back on the field quickly. During quarter breaks ask that all players other than those being substituted out remain on the field. During half-time (5 minutes), do this early so that the game restarts (the ball rolls) at the end of the 5 minute break.
(c) During Game -
(1) Emphasize safety, fun and fairness.
(2) Emphasize good sportsmanship from all participants including players, coaches and spectators. Dissent or poor sportsmanship from any participant should not be condoned and should be dealt with firmly.
(3) Please note that slide tackling is not allowed in U-10 and U-12 and heading is not allowed in U-10. Violations are considered dangerous play. Please be sure that
all play is safe especially slide tackling. Studs up play or tackling (whether slide tackling or not) should be watched carefully and penalized if dangerous. Studs up play is where the bottom of the feet are directed at toward another player. It is especially dangerous when the force of a player’s body is behind the bottom of the feet, such as with a slide tackle directed toward another player, jumping at another player leading with the bottom of the foot or playing a ball in the air with the bottom of the feet where the bottom of the foot is directed toward another player.
(c) Post-game -
(1) Observe the post-game hand shake.
(2) Completely fill out the game card. Completing the sportsmanship portion properly is important because standings can be and are affected. Points are awarded separately for each sportsmanship item on the back of the game card.
(3) Bring the completed game card back to the Referee Tent ASAP.
(4) If there are any cautions (yellow cards) or send-offs (red cards), the center referee must fill in a disciplinary report form and return it to the Referee Tent. These forms will be available at the Referee Tent.
4. Please Help to Referee Semi Final and Final Games - We need help refereeing playoff games on Saturday and Sunday, March 29 and 30. Please sign up at the Referee Tent.

The Kirk Banks Tournament
The Kirk Banks
Tournament is an annual AYSO soccer tournament open
to AYSO teams from Section Seven (Hawaii) in
Divisions U19 to U10, girls and boys. It is held
each year in March during spring break and will be
held this year at the Waipio Peninsula Soccer
Complex on Oahu.
Over a two thousand six hundred players in ages
eight through eighteen from all islands in the
state, will be competing in this AYSO sponsored
tournament. As with all AYSO events, winning is
firmly based on sportsmanship and participation.
Key elements are team effort, team attitude,
positive coaching and encouraging parents. Another
aspect to this tournament is that all players will
be given a chance to play, regardless of skills.
The emphasis is placed on building positive
self-image and self-confidence, mixed with fun and
competitiveness.
In its twenty first year, the Kirk Banks Tournament
has grown to become one of the largest soccer
events in the state, involving over one hundred
sixty teams and over five hundred volunteers.

Who’s Kirk Banks?
Kirk
Banks was an athlete who loved the game of soccer.
As a young man, he played on the Kailua High School
soccer team. After high school, he coached AYSO
Soccer. In 1973 he helped form the Ohana Soccer
Club of Kailua. Two years later, he created the
Oahu Women’s Soccer Team. Through his efforts, the
interest and growth of youth soccer continued to
gain in popularity. Tragically, at the youthful age
of 31 years, Kirk Banks was killed in an auto
accident. At his funeral, his family requested that
monetary donations be made to AYSO. Much to their
surprise, the response was overwhelming. Through a
sad situation, a wonderful tournament was created
to honor the memory of a young man who had so much
to offer to the sport of soccer. As his sister Sara
Banks said, “It was a wonderful way to remember
Kirk.” It is in his memory that the Kirk Banks
Tournament was born.
